Humboldt woman turned over to the Iowa Women’s Prison in Mitchellville after a May incident .

A Humboldt woman was transported to the Iowa Women’s prison in Mitchellville on Tuesday and turned over the Iowa Department of Corrections after her arrest last spring by Humboldt County authorities. 52-year-old Libby Palmer was arrested and charged with crimes relating to lack of care provided to two dependent people in her care.  On May 2nd of this year, the Humboldt County Sheriff’s Office was called to assist the Humboldt Ambulance with a call to a residence in Humboldt. Authorities had concerns about the living conditions of the residence and believed dependent people at the residence were being neglected. On September 29th, Palmer was sentenced in Humboldt County District Court where she pled guilty to one count of Neglect of Dependent Person causing serious injury which is a Class D Felony with five years in prison and one count of Neglect of a Dependent Person (a serious misdemeanor with 1-year incarceration). The judge ordered that Palmer be sentenced to prison and that the sentences be served consecutively at 6-years. Palmer was taken into custody and transferred to the Humboldt County Jail. She was then transferred to the Iowa Women’s Prison in Mitchellville. The Humboldt County Sheriff’s Office was assisted in the investigation by the Humboldt County Memorial Hospital Emergency Department,Humboldt Ambulance, Iowa Department of Health and Human Services and the Humboldt County Attorney.
